What's the difference between a cargo van and a passenger van?

I got a ticket in a work van that only has the driver and passenger seats what I would consider a cargo van.The only windows it has is the Windshield Passenger and driver. Is this a cargo van? My ticket said I was driving a passenger van. Any suggestions on how to fight would be helpful too. Thanks in advance.
